Abstract:After a two-decade standstill of the public art development, the City of Toronto finally relaunched in 2019 with the release of the public art vision plan——‘Toronto Public Art Strategy 2020-2030’. The strategy sets out a vision for the future of public art in Toronto and demonstrates Toronto??s ambition to become a leader in the field. The City of Toronto hopes to break out of the current stereotype in the development of public art in the city with a ten-year strategic initiative to bring about a new cultural revitalization and community prosperity in the city. Using strategic planning and policy regulations as the object of study, the article first reviews Torontos public art development process and examines its development shortcomings. Using the earlier plan as a reference, the article explains the three core elements of the ten- year strategy:“Creativity”,“Community”, and“Everywhere”. The author also evaluate the effectiveness of the ten-year strategy in addressing public art development issues. At the same time, the strategy will be compared with the public art strategies of international peer cities to determine whether the city ??s strategy is more internationally competitive. As creative practitioners around the world experiment with innovative urban practices in the face of increasing social tensions, Toronto should reflect on how the Strategy responds to its increasingly diverse and complex urban context.
